This is a typical basement shelter area like thousands of commercial building basements that were designated as shelters during the Community Fallout Shelter Program. There's nothing special about it. It's just a standard commercial building equipment room basement area. These shelters weren't meant to protect against blast. They were only intended as areas with protection against radiation from fallout.
